Legislative Program Criteria
Financial Status

Gross revenues of under $1 million in the most recent income year.

Workforce Requirement

Fewer than 25 employees (including shareholders, members or partners active in company operations).

Company History

Companies that have operated in Connecticut for less than seven consecutive years.

Primary Location

Companies with at least 50 percent of employees who are Connecticut residents.

Additional Support

Companies that have received less than $2 million in eligible investments from angel investors.

Industry Classification

Companies in emerging technology businesses, including those engaged in bioscience, advanced materials, photonics, information technology, and clean technology will be prioritized.

  • The application process involves three steps:

    Step 1 (to be performed by the Qualified Connecticut Business Applicant)

    Submit the Qualified Connecticut Business Application through the application portal.

  • Step 2

    Connecticut Innovations will review the application for completeness and program criteria.

  • Step 3

    Connecticut Innovations will email the applicant within 45 business days regarding the application status.

    A business that is approved as a QCB will receive an email confirmation and will be posted on the Qualified Connecticut Business List, located below, which publishes:

    • Company name, location and contact information
    • Business activity
    • Amount of the investment (maximum of $2 million)
    • The type of qualified security

    A business that is not approved as a QCB will receive an email outlining the reasons it did not meet the program criteria.
