George Norfleet

Director of the Office of Film, TV & Digital Media and Executive Director, DECD

George Norfleet leads the Office of Business Development’s programs, staff and operations and focuses the state’s resources on business retention, recruitment and expansion. For the state of Connecticut, George directly oversees the Office of Film, Television and Digital Media, and its tax incentive programs catalyzing industry growth, expenditures and revenue; the Office of International and Domestic Business, leading the state’s efforts to encourage foreign direct investment; and Outreach Programs, connecting businesses and economic development organizations from across the state.

George began his professional career in advertising before segueing into commercial and then feature film production. He has consulted on tax, finance and production structures for film and television productions, moderated screen industry panels and spoken on tax incentives at seminars and film industry conferences across the country.

George serves on the boards of the Connecticut Economic Development Association, the Association of Film Commissioners International, and the Council of State Government’s Eastern Trade Council. He is also chair of Connecticut Public Broadcasting Network’s Board of Trustees.

George has a bachelor of arts degree in communication from Florida State University.
