ITDS became one of the first companies to provide PC-based management of cellular telephony and wireless billing when it was founded in 1990 in Stamford. “Although the industry was still in its early stages,” said Russell Tweeddale of Connecticut Innovations, “ITDS provided the small to medium cellar telephony companies with the full range of technical and customer services that allow them to compete directly with the major carriers.” ITDS went public in 1996, raising $29 million in an initial public offering.
Connecticut Innovations, the company’s sole institutional investor, invested $2.4 million in ITDS, and earned multiple times its investment through the IPO. ITDS went on to raise a total of $43 million.

In 1998, ITDS acquired its largest rival, TRIS, in a deal that boosted the Stamford firm’s customer base from 700,000 to 4 million. Then in 1999, ITDS was sold to global communications giant Amdocs Ltd., which paid $182 million for the company.
